Where is Indian Railways Heading?!

The news in recent times regarding Indian railways has never been good. First the "Delhi stampede" then "Food poisoning in Duranto Express: 17 hospitalised " Indian railways has gone from bad to worse since Mamata Banerjee took over as Railways Minister! First of all her approach has been too bad.Utilising the national property (worth 1000s of crores) for benefit of her state and municipal elections in Bengal. I am asking even after 60 years of Indian independence -Indians are treated as dogs by Indian railways.The sleeper class is not properly maintained and no trains are running on time.The rush in mumbai local trains is not a height of it.Is this what is expected from the number one mass transport system provider in India.I want it to be competing with the best and I know they are capable of that.So here is my approach to handle this if I were the chief responsible.

1) Have a good CEO appointed.
2) Have a good council of experts in the Group board.
3) Declare the share of profits is 50-50%.50% of the external audited profit paid to government.The other half invested back in railways with a small percentage ( a maximum of 10% of total profit generated) as bonus shared among all employees in a weight age of post held by employee manner.
4) If the profits are falling by more than 10% - scrap the CEO and Group and appoint a new CEO.
5) Set a maximum term of 8 years for the CEO and conduct elections for after 4 years term.
6) Modularise the operations as existing zone of southern,northern,central konkan western zones.
7) Promote the efficient zone executives the to main Group board.
8) Share each zones earnings with the respective zones in 50-50 % format.
9) Pay the passenger fare back to passengers if the train is late by more than an hour.
10)Sell 49% shares of Indian railways to generate the money for the following projects. No individual can own more than 1% of shares.Encourage the employees to have the shares.51% shares should be with the government.
11) Vision 2030:
11.1) Have high speed (minimum speed > 300 Km/h )  two way train connectivity between all capitals of states and quadrilateral  connection between Mumbai,Kanyakumari,Chennai,Kolkatta,New Delhi, Mumbai. and cross inter connections between Srinagar and Kanyakumari and between Ahemdabad and Guhawati with a vision spread over 10-20 years.
11.2) Have a low speed ( minimum 150Km/h) electric train two way connectivity between different districts in the state. 
11.3) Have a good densely populated metro rail networks in all the capitals of the states.
12) Treat the railway passengers the royal customers as humans not dogs.
13) Provide good hygiene in trains and stations.
14) Stop throwing the garbage and waste on the way and destroying nature.
15) Bring in transparency and proper delegation of power in all zones of Indian railways.
16) Encourage use of latest technology in all the systems.
